Technology Transfer and Intellectual Property Rights in the United States

Introduction

The German-American Fulbright Commission, the Stifterverband für die Deutsche Wissernschaft, and the Institute for International Education, in cooperation and support of the European Union Center of Excellence, European Studies Center, University of Pittsburgh as well as other universities in the United States, organized a week-long seminar in the U.S. for German university leaders and decision makers at higher education ministries in the German Länder.  The focus of the 2007 Educational Experts Seminar in the United States was technology transfer and intellectual property rights with visits to institutions in Pittsburgh and Chicago that included the University of Pittsburgh, Carnegie Mellon University in Pittsburgh, and in Chicago: the University of Chicago, Illinois Institute of Technology, and the University of Illinois at Chicago.

The seminar was developed to inform and educate the participants about technology transfer and intellectual property rights in the context and issues of higher education management in the United States and covered a range of topics including the management and governance of tech transfer at American universities; the role of key stakeholders; the interrelationship between university, industry and government; and financing of technology transfer. The seminar also investigated university business startups, licensing and the value of license revenue to U.S. institutions, as well as legal issues in intellectual property rights; best practices and examples of successful university-industry partnerships, including private investment in core university programs, research collaboration, licensing of innovations, and student career placements.

On September 24, 2007, to begin the week-long seminar, seventeen invited participants in the 2007 seminar were hosted by the University of Pittsburgh.  Technology transfer and entrepreneurial development were the focus of a key-note presentation by the Provost and Senior Vice Chancellor, Dr. James Maher.  The remainder of the afternoon focused on aspects of technology transfer and entrepreneurial development with presentations by Dr. Marc S. Malandro, Associate Vice Chancellor for Technology Management and Commercialization; Ms. Ann Dugan, Assistant Dean/Executive Director, Institute for Entrepreneurial Excellence, Joseph M.  Katz Graduate School of Business; and Dr. Andrew Remes, Assistant Director, Office of Enterprise Development, Health Sciences.
