TOM GARVEY

After initial involvement in both academic and market research activities, Mr. Tom Garvey joined the Irish Export Board and became its Chief Executive in 1969. In 1977, he left the Irish Export Board to become the first Delegate of the Commission of the European Communities in the Federal Republic of Nigeria.

He returned to Ireland to become involved in the reorganization and launching of An Post (the Irish Post Office) as a commercial state company of which he was Chief Executive. Mr. Garvey went to Brussels in 1984 as Director in the Internal Market & Industrial Affairs Directorate General of the Commission.

Involved in the preparation of the Commission's White Paper in June 1985 on the Achievement of the Internal Market, Mr. Garvey's responsibilities covered the implementation of the White Paper targets for the free circulation of goods.

In January 1990, he was appointed Director in charge of the PHARE Operational Service in DGI (External Relations) which is responsible for the design and implementation of Community aid to Eastern European countries to help in their economic restructuring.

In June 1992, he was appointed Deputy Director General in DGXI - Environment, Nuclear Safety and Civil Protection.

Mr. Garvey is a fellow of the Royal Society for the encouragement of Arts, Manufactures & Commerce. He is Chairman of the Helsinki Commission for the Protection of the Baltic Sea Environment; he is Director on the Board of the Regional Environment Centre, Budapest, and Vice-Chairman of the Irish Institute of European Affairs in Louvain.

He has been a Visiting Distinguished Practitioner at the University of Pittsburgh European Union Center and has taught three courses at the EUC and performed numerous outreach activities to the academic, business, and regional communities. Mr. Garvey will be teaching in the Fall Term 2000.

Recently, Mr. Tom Garvey (EU Center Visiting Distinguished Lecturer) was appointed chairman of an International Task Force to investigate a major accident in Romania involving the spilling of 100,000 cubic meters of a toxic sludge (containing cyanide and heavy metals) from a gold mine into the Lapus and Somes Rivers (Romania), Tisa River (Hungary and Yugoslavia), and Danube River. The Baia Mare Task Force has been set up to help deal with it. The Task Force consists of representatives of the Romanian and Hungarian governments, the United Nations, the World Wildlife Foundation, the International Commission for the Protection of the Danube River, and the European Commission.

COURSE DESCRIPTION

The European Union: Integration, Reform, and World Trade

This 1.5-credit course begins at the start of the term and meets Wednesdays and Fridays for three weeks.

The class will review three main areas: an introduction to the EU, including the current Intergovernmental Conference (IGC) and reform of the Commission; enlargement issues, including the Balkan questions, Turkey's possible membership and foreign/security policy developments; and the EU's current policies on sustainable development and world trade
