Kabak Fellowship* The application deadline for the Kabak Fellowship Program has now expired. The Kabak Fellowship in International Conflict and Conflict Resolution provides a one-year fellowship for a student enrolled in the Master's in Public Policy and Management (MPPM) program in the Graduate School for Public and International Affairs (GSPIA). The Kabak Fellow's study will focus on international conflict resolution, and the fellow will concurrently fulfill the requirements for a graduate certificate with a concentration in International Conflict and Conflict Resolution from the Global Studies Program, jointly administered by GSPIA and the University Center for International Studies (UCIS). Background BackgroundBabette Kabak, a New York native and 1939 University of Pittsburgh graduate, is a champion of both women's rights and peaceful resolution of conflicts. She has worked extensively in these fields during the last 60 years, particularly in South Africa. In 1975, she helped to start the Women's Legal Status Committee in South Africa (WLSC). For nearly 20 years, WLSC was in the forefront of monitoring black and white women's rights. In 1991, Mrs. Kabak formed and chaired The Women's Lobby, an organization that campaigned for women's inclusion at all levels of the political process in South Africa. In October 2003, a generous donation from Mrs. Kabak enabled the University of Pittsburgh to host a conference centering on conflict resolution and women in the global sphere. PurposeThe Kabak Fellowship brings one accomplished professional from a selected country in conflict to the University of Pittsburgh for a one-year fellowship in International Conflict and Conflict Resolution. The country selected for the 2005 round of the Kabak Fellowship is Israel. The Fellow is selected from professionals whose record of accomplishment in the early stages of their career indicates strong potential for outstanding achievement and a capacity to contribute to conflict resolution in their country. Fields of Study and TrainingThe Fellowship is granted competitively to a candidate with a commitment to international conflict resolution, particularly in the role that women play in this process. The fellowship recipient will enroll in the one-year Master's in Public Policy and Management (MPPM) program in the Graduate School for Public and International Affairs (GSPIA). Additionally, the fellow will fulfill the requirements for a graduate certificate with a concentration in International Conflict and Conflict Resolution from the Global Studies Program. Financial InformationIn addition to receiving full-tuition payment for the MPPM and Global Studies Certificate Program, the Kabak Fellow will receive an annual stipend of $18,000, health insurance, round-trip transportation to and from Pittsburgh, as well as a program and professional activities fund. EligibilityApplicants must fulfill all of the requirements for admission to the Master's in Public Policy and Management (MPPM) program at the Graduate School for Public and International Affairs (including minimum TOEFL scores). How to ApplyWe are not currently accepting applications for the Kabak Fellowship. TOEFL RequirementsDue to the accelerated and intensive nature of the MPPM program, GSPIA and the Kabak Fellowship Program require that applicants take the TOEFL exam. An applicant's TOEFL score is of great importance to the Kabak Fellowship Selection Committee in determining the applicants ability to meet the language requirements of a demanding program.
Applicants can find a testing facility nearest to them at the TOEFL Web site. Please ask to have your scores sent to the Univeristy of Pittsburgh's Graduate School for Public and International Affairs (Institutional Code: 2574). Results must be sent directly to the University of Pittsburgh by the Educational Testing Service (ETS). DependantsNo transportation, maintenance, or insurance funds are provided for dependents. The Fellowship does not include allowances for dependents whether or not they accompany the grantee. If an applicant wishes to bring a dependent, the applicant will be required, as a condition of the grant and federal BCIS regulations, to submit a statement of their ability to finance transportation, maintenance, and insurance for dependents. Please note that U.S. government restrictions make employment opportunities for dependents rare. HousingThe University will assist the applicant in finding suitable accommodations; however, the University has no special residence for the Fellow. Arrival and DepartureThe Fellow must arrive no later than August 15 of the award year. The Fellow is required to attend a campus orientation program in the middle of August. Departure is recommended no later than August 31 of the award year. Length of FellowshipThe Fellowship grant is for one full year (three terms) of academic study at the University of Pittsburgh. The Fellowship is not renewable; additionally, both the MPPM degree and Global Studies Certificate in International Conflict and Conflict Resolution must be completed in this time period. Early TerminationAcceptance of a grant by a candidate constitutes an agreement between the grantee and the University. It is expected that, barring unforeseen emergencies, grantees will remain for the full tenure of the award. A grantee who leaves the U.S. or terminates the grant at a date earlier than that specified in the grant authorization, without consent of the University, will be required to reimburse the University for any expenditures made on his or her behalf.
