| Act I | Fresco 1 Anastasiya and the chorus sing of the condition of Old Russia. Sofya and her supporters plot to have the streltsy assassinate the young Peter, but Tikhon resolves to save him |
| 12:25 | Fresco 2 Menshikov drills the troops as Peter works on his boat. Tikhon rushes in to warn Peter of the plot. |
| 21:50 | Fresco 3 Peter is urged to assume power; he accepts and prepares a letter asserting his right while the painter Vladimir predicts sruggle to come. Peter reads the letter at the Kremlin and assumes the throne as Makary accuses him of being the Antichrist. Sofya is commanded to a convent. |
| 29:35 | Fresco 4 Peter and his companions carouse, mocking the Church until Peter recognizes their folly and resolves to leave them and to see the world. |
| Act II | Fresco 1 In Holland, Peter is apprenticed to a shipbuilder. Hearing again the lament from the opening scene, Menshikov and Tikhon plead with Peter to return. He resists until he is told of the streltsy revolt. |
| 11:15 | Fresco 2 Peter suppresses the rebels and goes to the convent to persuade Sofya to halt the strife she had fomented. Peter tells her that the streltsy have been executed. |
| 26:50 | Fresco 3 Peter's troops carouse; Menshikov and Tikhon flirth with Marta, a captive washerwoman. Peter is smitten with her and renames her Ekaterina. She responds with a ballad until a soldier reports that the Russians have lost the battle to the Swedes. |
| Act III | Fresco 1 The Old Believers, led by Makary, resist Peter's command to melt the church bells to make cannon. The soldiers crash the bells to the ground, crushing Anastasiya and inducing Tikhon to accede to Makary's urging to assassinate Peter. |
| 12:25 | Fresco 2 Ekaterina anticipates becoming tsarina until Tikhon makes his attempt on Peter's life. The gun misfires and Peter condemns Makary but forgives Tikhon. |
| 17:10 | Fresco 3 Peter leads his troops to victory over the Swedes and designates the site for the cornerstone of St. Petersburg. His monologue promises glory yet to come as the victory is celebrated about him. |
