Song’s research compares the difference between policy expectation and actual implementation in earthquake preparation and education in primary and secondary schools of China, specifically through an analysis of Earthquake Preparation Demonstrative Schools’ (EPDS) development. Information was obtained from governmental policy documents from four major government agencies: the China Earthquake Administration (CEA), the Earthquake Administration of Shandong Province (EASD), the Earthquake Mitigation Administration of Sichuan Province (EMAS), and the Earthquake Mitigation Administration of Ya’an Metropolis (EMAY). For the study of EPDS teachers’ practice, Song collected data on practice and response of EPDS teachers in Ya’an City, China, which suffered a high magnitude earthquake in April 2013. This research aims to help aid understanding of the complexity of coordination and information sharing during emergency.
