The Japanese Civil War, also known as the Boshin War, is an understudied chapter in the Bakumatsu-Meiji transition. This talk will propose a new interpretation of the period as neither peaceful nor a conflict between a set pair of combatants, but rather as three conflicts in one. It will further analyze the defeat of the Northern Alliance (Ôuetsu Reppandomei), one of the conflict’s belligerent parties. Why was this alliance of 31 domains, stronger than the nascent Meiji government, defeated?

According to 2012 US Census, there are about 2.8 million Indian Immigrants in USA. They represent at least five religions, speak at least 16 distinct languages, they vary significantly in cultural, religious and dietary practices, and their income levels also are quite varied. The Indian Immigrants, as a group, are too diversified. The number of Indian Immigrants that have already retired or ready to retire are only about 100,000 and they are scattered throughout USA.

This four-month research project explores transnational cultural policy transfer, focusing specifically on arts funding in the U.S. and in the Czech Republic. It evolved as a reaction on the tendency of Czech arts managers and cultural policy makers to learn from the American way of arts funding and wide-spread efforts to bring more private and corporate funds into the Czech arts and cultural sector to replace dependency on the Government funding. However, these efforts have not achieved significant success so far.

Conversations in French: France as a Global Leader

February 19, 2013, Newsweek published an article that was provocatively titled “France: Leader of the Free World.” Even more provocatively, the subtitle taunted U.S. leaders with “The French are a decisive, manly superpower. Unlike America.” Gendered rhetoric aside, French foreign policy in recent years has led other powers to take note. Rather than waiting for collective decisions from NATO or the EU and citing historical interests in the region, the French intervened in Libya and the Ivory Coast under President Sarkozy and Mali under President Hollande.
