The Latino Vote and the 2016 Presidential Election with a Focus on Swing States
This presentation will examine Latino voter registration rates and voting rates in the presidential elections from 1992 through 2012 with projections to 2016. Latinos have had the lowest voter registration rates in the nation at 58% of all eligible voters, compared with about 73% among Non-Hispanic Whites and Blacks; and the lowest overall participation rate at 48% of all eligible voters compared with about 67% among Non-Hispanic Whites and Blacks. Potential Latino political influence has been mitigated by these low rates.
Presidential Leadership and Strategic Action: Some evidence from Latin America
Political leadership has been conceived thus far mostly based on achievement. Consequently “transformational” presidents have been usually considered as the only true leaders. In recent years, this view has been criticized for overestimating the importance of achievement, as in reality it is contingent on context. This talk will discuss some ways of developing leadership as a dependent variable considering both achievement and restrictions as well as of developing strategic action as a key independent variable, over factors such as “vision,” charisma, juncture or institutions.

Annette Forster: Torture in the French-Algerian War
Torture in the French-Algerian War
The French authorities systematically used torture in the French-Algerian War (1954-1962). The lecture explores that practice and tests two theses: 1. Democracies tend to use torture in asymmetric conflicts when faced with terrorist methods. 2. Torture goes along with the erosion of basic democratic structures and principles.
