The National Association for the Advancement of Returning Citizens (NAARC) recognizes that the U.S. has the highest incarceration rate in the world. NAARC also recognizes that this incarceration rate has had a profound effect on the make-up, health and stability of the American family structure. Their mission is to improve the quality of life of Returning Citizens, their families, and communities by addressing the broad range of social and economic needs through strategic management of public and private partnerships, political advocacy, community relations/organizing and economic empowerment.
